Missing payment

Hi, I bought an item a couple of hours ago. I paid with Paypal. The seller did not receive payment and requested the transaction ID. I provided this and the seller said that the transaction wasn't addressed to their account and they can't proceed. So I don't know where my money has gone. Paypal said I need to contact ebay, but I can't actually get to speak to anyone.

The Seller could have been transfered onto Ebay's New Managed Payments and hasn't read up on it. Which means that PayPal would have sent your Payment to Ebay. Ebay pay it into the Sellers Bank within 3 or 4 days. Ask the Seller if they are on Managed Payments.
