Manual refund.

I sold an item and because it was covid it didn't arrive on time so the buyer got refunded. Then when it arrived eBay agreed to send me a manual refund. My PayPal account got restriction on it and said i can't use it coz it went to collections. So when I told eBay they agreed to send it to another PayPal account. Twice they sent me an email stating they've already sent it. Then when I finally called so many times I've been told that I need to fix my PayPal account. But they had agreed to send it and I have it on written that they were going to send it to my cousin. I spoke to the supervisor and they've sent so many requests to the back office. There should be another way for them to send me my refund. Has anyone had to deal with this? I even signed up my bank account for them to use to refund me. Please let me know if anyone can give me an advice. Thank you.

I have to say, I have never known ebay to refund seller after item not received case was closed,

1st for me.

They would only refund to your payment source, 

how long ago was this, as you don't appear to have sold anything for a long time?
