If you ask for a manager to call you and he did not what are your rights

Hi and thank you eBay community, but the manager did call me today. I had purchased from the seller three times.
He did not send the items to make the first item, my money was refunded. the second item, he cancelled and it took 2 weeks to get my money back, third item I bid and won again he lied to eBay to say to say he posted the item, I was again refunded my money. I reported this to eBay and the manager called me back to say they are aware and he has red flags on his account. That was all really, the seller even wanted me to remove feedback, which I refused.
