Complaining is difficult, as eBay has no procedure for considering complaints about itself. Complaining to their call centre is pontless. You can write to their head office, but I don't think we've every heard from anyone who has received a reply. EBay is unregulated, so there's no independent authority to complain to.
In any case, 90% of things that members want to complain about are set out in eBay's many policies, which we have all accepted in the user agreement.
