Keeps asking for me to add a credit card when I have two on file with PayPal?

I have been with Paypal an Ebay for years and have only just had this problem. I am tryng to buy something on Ebay for a low amount and when I select Paypal it comes up with a screen where it asks me to add a card.  I am already set up with Paypal so do not need to do this.  I was on the phone to Paypal this morning for 30 minutes going through everything and they say there is nothing wrong which I believe because I have purchase an item on the internet not through ebay but using paypal and it worked with no problem.

I have also done a search on the internet to see if anyone else has had this issue and there is a number of people who have had the same issue.  I have tried using different internet browsers but it still comes up with the screen asking for card details.

Can someone please look in to this with some urgency.  I have tried calling Ebay but they are not taking calls today - Great.

Possible reasons ...

• Buying knives, cutlery etc ... needs a Credit card (not Debit) on file to prove that you are over 18.

• Not unknown for accounts to 'unlink' without reason, especially when using Apps/mobiles >

• Not everyone uses them but ... Seller security settings can/will block  bidders/buyers/payments without a linked PayPal account and valid Card on file ... or does not send to UK >
