I won a joblot of 48 note pads but only received 21 note pads. I have contacted the seller but they seem to mess about with resolving my loss. I paid £17.07 for the items in total and asked for an £8 refund which is reasonable considering more than half the job lot is missing. They offered me £5. I told them £8 and problems solved then they started acting weird. I have tried the resolution centre and ended up clicking a return / refund by accident so had to close it down. I can't find anywhere where i can tell Ebay what is going on without ending up back at square one. Can anybody help with this? Thanks.
You would have to use return for a refund. eBay don't deal in partial refunds and buyer keeps item. That's the seller's decision.
Unfortunately ebay only allow one case per transaction so you cannot reopen the old case or open a new one. You can try Paypal. First sign up to get the return postage paid:

Then open a Paypal dispute here:

And escalate it after 2 days and before 20 days.
You shot yourself in the foot. I expect that the seller is a business in which case they have to accept returns but you pay the postage, which no doubt makes it uneconomical.
I think it would be best to give up and just leave feedback. Do not mention case or refunds as the seller could get it removed.
Just leave negative saying something like " Unsatisfactory seller only sent less than half of purchase" and mark the stars down.
If you had opened a NOT AS DESCRIBED case the seller would have had to provide a Reply paid label and refund in full.
Do not fall for any requests to agree to amend the feedback on the promise of a refund or the rest of your purchase. If you agree to change all promises will be forgotten.
