Ive won an item and the seller has delisted the item and is ignoring all messages

I have won a shredder at the listing’s stating price and the seller has ignored all my messages. Now the seller has relisted the item. I’ve paid for the item with PayPal when the seller didn’t respond to my initial contact about pick up.
Isn’t there something eBay can to.

I’m guessing the bid wasn’t high enough for the seller, maybe they ware hoping for more.

Ebay can't make a seller sell anymore than you can.

You open a not received case to get a full refund, and when refund received, leave negative feedback just saying "Seller did not honour the sale".
