Why can't I respond to an answer to my question?

I've received an answer to my question that does not help, but I'm unable to say so.

Nothing happens when I click Comment, There is a green box with 'Accept as Solution' - I need a box that says 'Not a Solution'.

The only other thing to click is '+ Kudos', which I want to avoid. Maybe there should be '- Kudos', ie. thumbs down. That's probably a bit unkind as the responder could be genuinely trying to help. But if the answer is incomplete, just a guess, or dismissive of the problem, the original questioner needs a way to say so or to ask a follow up question.

However, I still have an unresolved enquiry and no way to say so.

Trying to contact EBAY customer service is no good if the problem does not fit any of the pre-determined categories.
