The saller have been send to me item but I not receive them. I contact with seller they Just tell me that I need to wait more than 4 months but Steel nothing . No item no refund
And I can't open case on ebay because is to late

The seller wanted to delay you opening a case and avoid having to refund you.

See my other post here about opening a paypal case reporting item not received using the resolution centre in your paypal account to get a refund.No need to contact the seller any more

When you pay using paypal the transaction details remain in your paypal account and from there you can report either item not received or item not as described with paypal,escalating to a claim asap and within 20 days
