I bought an item, the seller then claims he 'lost' item, cancelled the transaction (he did tell me all this via ebay). he then contacts me today via ebay, informed me today he has found item. I said I would still have it and pay shortly. He said "I cant do it for that" and prompltly relists it. Can he do this?? How can I formally complain please?
