Item removed by Ebay

I never received an item I paid for that EBay removed due to a problem with the seller. This was before the end of May and still have not got a refund. The help system isn't giving the option to speak with EBay as I think this is the only way to sort this out. Have they stopped the call back option, as it was available last week. Should of taken it then in retrospect. Is there any other way to speak with a real person?
