A bidder won an item since the 20th of June and is yet to pay or contact me. I have sent a message twice with no response. Can I cancel the order and offer a secong chance?

Check out the recently introduced eBay Auto open, actioned  and Auto close > Unpaid/Late payers/Cancel case process which  can be closed after 5 days to recover selling fees and give timewasters a non payment strike ...  unless Sellers have set their Preferences to handle cases manually >

You've given them plenty of time cancel the order now.

Seller Hub > Orders > Awaiting payment where you can cancel the transaction. You can cancel transactions directly by using the 'Buyer hasn't paid' reason in Seller Hub,you'll get seller fees refunded non payer will get a strike against their account.

It may be too late after 10 days for your underbidder if they have bought elsewhere however it's worth a try
