I bought an item about 2 months ago, seller says on its way, does not want to refund money.

I did not recieve my item, contacted seller 6 times, he/she says they will refund, sometimes says replace item etc.. this has been going on about 2 months

I want my refund, it seems the seller is not saying the truth, as no replacement has been recieved, and I gave him ample of time, he only answers 'patience my dear'
