Item not received

Purchased an item that has not arrived. I want a refund but ebay saying item artived how can they be??

Sorry but if the Seller has Tracking which Confirms Delivery to your Address EBay has to support the Seller. Have you asked your Neighbours if they have Received your Purchase?  Check your Garden and your Bins etc. The Courier may have left it in a "Safe Place."
