Item never received

Hello everyone,

What should I do in the case:

- I bought a tablet,

- the seller sent it and provided a tracking number, and

- the tracking details by Royal Mail said it is delivered but I never received the item.

 

I called Royal Mail and they said I should contact the seller. I cannot open a claim because the contract is with seller.

I contacted the seller but they only asked me to wait. After multiple emails, I got tired of waiting.

I opened the case with eBay but eBay rejected my case because the tracking details said the item has been delivered!!!

 

What should I do? Should I open a Paypal dispute?
