Item never arrived. Still chasing refund

Hi there. I bought an item on eBay in March this year. After around 3 weeks the item never arrived and there was no refund after contacting seller quite a few times. I opened a case through ebay and this was closed without my knowledge. I really don't know how to get my money back. The seller keeps making excuses. It's getting quite annoying. It's not a massive amount of money but more the principal. Can't anyone help? Thank you in advance. Joe

You have 180 days Buyer Protection with PayPal if you Paid that way? Log in and find Resolve a problem down the left hand side. Open a Case for Item Not Received. 

Escalate the Case after 2 days but before 20 days.

You shouldn't let Sellers run you out of time to use the Ebay Money Back Guarantee. You have 30 days.
