Item hasn't arrived

I am trying to ask ebay to step in to help me with an order that hasn't arrived. I am trying to follow the instructions to do this but can't find the 'see request details'  part after I have found item in 'purchase history'. Can anyone help me?   PLEASE!!!

It depends on which site you are on Seller hub or the Classic view. ( this has probably been removed now.

Go back to the resolution centre at the bottom of the page 

or on the Seller Hub under Orders then Cases and the option should be there it only

appears exactly 3 full days after you opened the dispute
