I ordered some items from a seller in China , in January ,when he sent them he sent them as 2 of 2 . The first 1 o 2 arrived OK .The second never did .When I got in touch he ask me to wait a little longer as he said it could take as long as 35 days so I agreed ,after a long wait the item never arrived so I got in touch . He said he would re-send the order as soon as possible to which I agreed ,after a long wait again I got in touch and again he ask me to give it a litle longer .The items have still not arrived. It is now July . When I try to take action through E BAY I find there dose not seem to be any records they have kept of the transaction or any way to leave bad feedback .It seems I have waited to long trying to be helpful and lost my money . Be warned how many other people has he played this trick on . I have been a member a long time and are very disappointed .
eBay have a 30 day Money Back Guarantee, so if an item is not received in that time, you ignore the sellers pleas and excuses and open a case for item not received, and you are guaranteed a full refund.
You have left it far too late to claim with eBay.
Paypal have a 180 day buyer protection policy, so if this was meant to be delivered in late January, you may just be still in time to claim with Paypal, for item not received, and here you escalate after 2 days and before 20 to start a refund.
Ignore any excuses from the seller, they will try, to make you close this case early, do not do so, it's your last chance for a refund, and do not forget to escalate.
The simple answer is that by contacting and listening to the seller in China you are now well out of time. Each item has a latest date for delivery and when that is past you open a non-delivery case [ you have only 30 days with eBay]. You take no notice of any excuses as to how the empoyee will lose his job, house and family.
You may be able to find the transaction in Paypal and if so you have 180 days to open a case so even there you may be out of time. If not open the case and escalate after just 2 days and before 20 days.
