Item bought then cancelled then resisted!

I wondered if anyone could assist me. I am trying to contact eBay but unable to get through the correct route. I bought an item and received a message instantly to say it was closed not allowing me to pay for the item. I bid £10.00 which was the starting bid and the seller clearly closed the listing with the reason - no longer in stock. There was only 1 for sale. I have just noticed the seller has relisted the item and is still trying to resell it. I feel this is completely wrong that this has been allowed. I won the dress on its lowest bid. I'm trying to report this to ebay, is there an email address to contact them direct. Hopefully someone can assist as surely this behaviour can't be allowed on eBay.

EBay will sanction the Seller for Cancelling "Out Of Stock" they will be charged the Ebay Final Value Fees and will receive a Damaging Defect on their Account. Will only take a couple of Defects for Ebay to Suspend the Seller. They don't like Unhappy Buyers.
