If eBay forced a refund the seller will have been given a defect on their account. Too many defects and the seller’s selling days will be over.
I see you have left negative feedback but unfortunately you mentioned a refund.
If the seller asks them to, eBay will remove the comment.
You should have left a more general comment such as “seller refused to honour the transaction”.
That would not have been removed.
