I ordered some masks, they're definitely coming from China although the delivery time was short at the time of buying so I assumed they'd a depot in the UK.
Yesterday the seller emailed me asking if I like the item and can I leave some good feedback and they will refund me half the price and send me 5x more masks.
I replied advising once I've received my order I'll leave feedback.
Upon looking at the order my payment is pending?
Upon looking at his feedback he's got some very recent 'A+++' reviews!!
Is this normal, is this a scam?

It is probably not a scam as you will be covered by eBay. Some Foreign sellers do promise extras for good feedback [which you cannot change] but whether any every happen is anyones' guess
