The help centre just goes around in circles. As we all know, more often than not, an article cannot help and we need to SPEAK with a person. How do I speak to someone with my issue? My buyer received a parcel damaged and UPS are saying that ebay need to raise a claim with UPS.

your 'buyer' needs to open a not as described case in the Resolution Centre and you need to issue a prepaid returns label and refund the buyer in full once you get the item back
then YOU open a case with UPS to get a refund from them.
