Yes it is a scam.

It is nothing to do with ebay

You have to give details to get the so called phone. The it tells you you will be charged a monthly charge from your bank

If you have not given details well done for asking here 

If you have then you need to contact your bank 

Do a malware check and download an ad blocker like adblock plus
