Is this competion a scam as I keep getting offered an iphone 11 in it on ebay. Having won an iphone 11 twice it then askes me to pay a £1 delivery chargw and I am reluctant to submit my bank details.

If it is a scam Ebay must remove the competion from its platform as it appears genuine as it is backed by ebay.

It is a scam and ebay can't remove it. To remove Pop up Ads.  YOU have to use an ad. Blocker search on Google for details.

To participate in the Scam you Pay £1, that gives the scammers your bank or card details, then they can spend your money. Because you would have given your details away voluntarily you have no protection.

It isn't backed by ebay - you need to look at getting an ad-blocker.

And it probably goes without saying but obviously don't pay anything - all you will be doing is inadvertently giving some sort of continuous card authority for them to take whatever they want, when they want, from your account.
