I sold something on ebay on a promotional NO FEE for selling or it might have been .01p. My invoice has come and they are charging me the 10%. I can't speak to their customer service on the phone because they have closed down that service because of Coronavirus and I can't find an email address to report the problem. They automatically take the invoice amount from my PayPal account in 14 days!!!! Pleas Help!!
I do believe some returning and new sellers were offered an offer for the first few items listed at no Final value Fee, is this the email / offer you are referrinfg to?
Do keep trying to contact eBay CS, there is a call back system or Live Chat, you just have to scroll around to find those options, they will be able to check if your items qualified for that promo.
