If you agree a price with a seller, is this binding as a contrat or can the seller change their mind

As @**peaseblossom** says there are odd things about contracts on line. 

 

There was an article which said that a contract was not binding on-line until despatch had occurred.   The reason being - I think - that with the internet being instant there is no certainty [unlike a shop] that the item was still available.  Does not apply to eBay's system ...

 

The question is perhaps "what redress would you have".  You can only sue for damages if you can show a loss.  What monetary loss [apart from disappointment] could you show? You have an excellent system to get a refund if a sale does not take place or is cancelled

Nothing is binding until a winning bid has been made or an offer accepted through eBay.

 

Sales are then supposed to be binding, but there will always be sellers who won't sell and buyers who won't pay. All you can do is report them, and trust that eBay will penlise them.

Is binding if you have made a Best Offer through the Listing. A Word of Mouth Agreement is not Binding. 

If it was agreed outside of ebay it's not binding.   Sellers can even refuse to sell purchases made on ebay.  Although that's against ebay rules in practice there's nothing to stop them.
