I won and paid for item which has now been relisted, what can I do

I won an auction for a front disc brake, paid swiftly and waited for it to arrive.  Received an email several days later to say he wasn`t sending it due to `personal reasons`? But I see the same item is now relisted.  I`ve contacted the seller to dain some answers but he hasn`t replied. What can I do- I can`t find anywhere that I can let ebay know about his poor treatment of other users.

No-one can force a seller to sell, any more than they can force non-paying buyers to pay. Both are the bane of eBay.

If they cancelled the sale without your permission eBay will have placed a defect on their account. You can also leave appropriate feedback.

You haven't mentioned not getting your money back so I presume you either hadn't paid or have been refunded.

I would never buy safety-critical automotive parts on eBay. There are too many counterfeits around.
