Hi, I used the return system to tell a seller that an item was broken. He has now offered a partial refund since both of us are in lockdown. I am happy to accept it. I have closed down the return. I now cannot find a way to open a refund. Can anyone advise me on what to do please?

If you have closed the case then you can not re open it or open another one.
Your item was not as described and that is the dispute you should have opened not a return
If the seller is willing to refund part then they can go to Paypal and the original payment and there is a refund link
If they dont do that then you can open a not as described dispute on paypal
Try and sign up to their returns postage as you may have to pay the postage
EScalate as soon as you can but within 20 days
Sorry but you have got it all wrong, once closed you cannot re-open and seller will most likely now cease to communicate with you.
The return system is precisely what you should do, the case being "Not as Described", the seller has to provide a reply paid label, you return and he refunds in full. You can still open a Paypal Not as described case, but YOU have to pay the return postage.
Only by dealing through a case, ebay or paypal do you have the means to force a refund if the seller does not co-operate.
There is no case for partial refunds they are a matter of trust between buyer and seller. I doubt that your part refund will ever arrive. The seller has avoided paying for return postage, and making a refund!!
