How to report a buyer to ebay

I can't seem to contact an ebay rep as i want to report an ebay customer who has just purchased an item on here and want to know where i stand.

Will try to keep this short:

 

Put an electrical item up for sale.  Had 3 bids off one person who was nowhere near the asking price and was quite rude in one of his bid comments.  Ignored the low bids and of course after 3 they couldn't bid any longer.

 

Next day had another user offer a low bid and i declined that.  Then they used the 'buy it now' option.  I was happy until i saw their feedback score which was '1' and they had been a member since 2012!

 

I said to my partner i was not happy about sending this item as all my gut feelings said there was something wrong with this transaction.  Anyway, benefit of the doubt etc i sent it, send them messages for tracking, details on how to get the machine up and running and didn't hear anything back from them.

 

Saw it was delivered 4 days ago and i received a message from them last night stating that one of the ports on the device wasn't working, they were happy with the device but it was not as advertised and they would like a partial refund.

 

Now, from the message that was sent to me last night, the wording used and could tell he was an inteligent guy he sent a 2 page message explaining about computer networking etc and how it took him ages to configure it and that one port wasnt working.  (I'm in IT so i took it on the chin). 

 

Anyway, he stated that port 6 wasnt working properly and it shows in my 'for sale' photos that its dimly lit...yet because i had really bad feelings about this sale and that they had '1' feedback in the last 9 years i took a video of the device all plugged in and it was actually showing a different port dimly lit and not port 6. 

 

I have strong feelings that this person i sent the item to with '1' feeback is the same person who bid 3 times but i refused their low-end offers and that he has used this '1' feedback throwaway account to purchase my item and now saying he really likes the item but one port is not working so he wants a partial refund.  I feel that he is just trying it on so that he actually gets money back from me and so has received the item at the lower price as was always his intention.

 

So....getting there now!  Do ebay keep records of IP addresses to see if the two accounts are the same person?  (I know they can use a VPN and he does seem quite IT knowledgable) or can they see if payments details are the same (although again he could have a seperate business and personal bank account).

 

Who on earth do i report this too as none of the options i am shown under 'help' relate to anything like this?

 

I'm really annoyed with myself for sending the item knowing that he only had '1' feedback and annoyed at ebay as people with such a low feedback score shouldnt be able to purchase anything of value.

 

As you can see from my feedback I always go out of my way to make sure its a pleasant transaction and email the buyer and keep them up to date with everything.

Honestly eBay wont be interested in the slightest.

 

You can offer a partial refund or ask the buyer to open a case for return and full refund,this is what eBay will expect and nothing different.
