How to make a claim with packlink for a missing parcel

I sold a dress a few weeks ago and the buyer messaged to say that tracking stated it had been delivered but she had not received it. I went on livechat with hermes and they showed a picture of the parcel outside her front door which is a flat. They stated it was left in a secure porch but picture clearly shows it was left outside her door. I have refunded her as didn't want a negative feedback. She checked with neighbours but looks like parcel has been stolen. How do I make a claim for this via packlink?

 YOu should not have refunded

If the item shows as Delivered you would win a dispute on ebay.

Now you have refunded if you try and claim as the item says Delivered you will  most likely lose the dispute

It should all have been done through a dispute in the resolution centre

Did you do that as if you just refunded through paypal then you will not only pay the paypal fees which do not get refunded but also ebay fees. If you dont do it through the dispute then ebay will not know you refunded
