You're not listing anything at the moment, and we don't know whether you're on eBay's new managed payments system yet.
Either way, unless you're selling something like a motor vehicle (for which you would be mad to accept PayPal anyway) the problem simply doesn't arise. If you're not on managed payments your listings will automatically offer PayPal as a method of payment, and you are required to accept it.
If you're on managed payments you have no say over how the buyer pays. They will pay eBay direct, by whatever payment method they choose, and eBay pays the money into your bank account, less their fees.
