How the hell do I speak to someone at Ebay

Ebay, you are happy to take my money for items I sell, and when I need to contact you it is impossible. Ebay has cancelled a purchase made from my account yesterday. The seller has paid me, the money is in my paypal account and ebay have taken their fees. Yet today I get an email from Ebay to say the buyer does not have an ebay account and because of that they are suspicious and the transaction has been taken down and cancelled. I am supposed to be able to go into sold items and relist the item for sale, but I can't, and I cannot contact the buyer to tell her the issue and return her money. It is rediculous that I cannot contact Ebay by phone, or find an email address either-WHAT A JOKE. How do I relist this, and how do I contact the buyer?
