How do you exclude a time wasting buyer

On completion of auction, buyer failed to pay within 4 days and did not respond to messages.

Item has now been relisted but the same time waster has started to rebid again.

Checked their feedback, listed as 100percent positive, but when you read comments this seems a rcurring issue.

Because item was relisted, dispute resolution centre will not let me leave any feedback.

Can this buyer be blocked from bidding?

Hi Yes you can cancel their bid

Read this.......add them to your blocked bidder list so they cannot bid on your items

and why would you want to leave this buyer positive feedback?

You can blame all the other sellers for the fact this buyer is still able to buy - they broke the rules instead of following the rules.
