How do i unlock an account with out of date info

How can I sort out an account that is locked.  Due to new rules concerning PayPal and ebay wanting bank details.  I supplied eBay  with bank details but then changed bank details to another account.  This lead to eBay freezing my account.  Problem is the account was set up in 2014 and the information I supplied at the time is now wrong as I didn't up date my details.  So email doesn't match and I've had a new phone number since.  Therefore I can't recieve anything from eBay to sort this  account.  I have opened a new account since but scared that this locked account could be hacked and I can't speak to anyone to get it shut down.  Hopefully someone can point me in the right direction.  Many thanks.
