How do i know how long it takes to get paid if u sell somthing the article says it could be 2 to 21

I read the selling article by ebay and I still don't know which one would apply to me! And due to the lack of real person, not robot customer services from ebay I don't know whether to sell on ebay or else where.

It says if you are new it could be 3 days after sending proof of shipping or even 21 days or even with held! 21 days I will sell elsewhere...

if you use a tracked postage service the payment will be released when the tracking shows the item as delivered,

if you don't use tracking you will have to wait 21 days,
