How do I report a sharp trader that cancels sales a fortnight after the event to resell in a new lot

I bought some press dies (152947278325) 23/03/2018 and paid the same day: 

I should have received the items within days but waited until a few days ago on non receipt.

They claimed to not know what had happened and cancelled the sale with a refund.

At a similar time another sale was made by the same seller (152947345751),

I note that the seller has not received any feedback from this other lucky buyer,

so conclude they had the same treatment along with the sob story that I was given of the sellers tough times!

Now I believe the seller is trying to resell the same items agin in a much more expensive job lot:

152978606391, the original press dies complete with an industrial press:

this feels like very sharp practice and I think it should be stopped.

You can leave negative feedback!!

Seller will not get the selling fees refunded and each time they refund outside a case they get a Defect. At this rate they will not be selling much longer.

Thank you John1297576 for that solution - I've already left appropriate feedback, but wish I could also contact the other buyer involved (of 152947345751), to get them to do the same......
