Why do you want to make a Second Chance offer?
Have you closed down the original transaction first?
Did the buyer not pay?
If so have you completed an Unpaid Item case in the Resolution Centre to recover your selling fees?

If you don’t close the first transaction before making a Second Chance offer, the first buyer could still pay, and you may have two buyers but only one item.
