A package arrived which contained only one of the two items that I had paid for but, of course, as the package was collected by me from Argos it appears as though the ordered goods were delivered/received. The seller has admitted that one item was not sent and said he is sending it but it hasn't arrived. The only option that seems to be open to me is to indicate that I didn't received the item but, of course, is looks on the face of it that I did and I cannot find anyway of reporting the problem to ebay and invoking, if necessary, their help can anybody please assist?
You don't need to contact eBay for this, you just need to open the right case.
So from the Resolution Centre, you open a case for Item Not as Described.

If the seller wants their item back first, they have to pay for that fully tracked return postage. They have to accept the case in 3 days, if there is no label or refund, you escalate on day 4 , and eBay step in and force the refund.
If you send the item back, it gives the seller 48 hours to refund you. Again, if they do not, you have to escalate.
Do not close the case early on any promises or excuses from the seller, and do not forget to escalate
You can't say you didn't receive it, tracking would show that you had received something.
You have to open a NOT AS DESCRIBED CASE, seller has to provide a reply paid Tracked Label and on return you shoud get a FULL REFUND.
That is the only way that you can open a case, relying on promises will only get you out of time. If seller can rectify the problem before you need to escalate to ebay then if satisfied you can close the case, BUT bear in mind that you cannot reopen asyou areonly alloeed one case per purchase.
