Once closed you can not open another one.
You only seem to buy
Dont close if the seller has offered a replacement or a refund
You want them first as they often dont arrive once the case is closed
If a refund the seller does that through the dispute and the dispute will close automatically
If you are sure then you go back to the dispute and the option to close should be there
