How do I block someone on eBay?

I want to block someone who never paid for an auction item, how do I do this please?

When did it happen
Ebay send reminders and after a full 4 days they cancel the transaction 

Has that happened to get your fees back

Put them on your blocked bidders list and then go back to buyer requirements and to bidders with non payment strikes
