How do I actually get to speak to human at ebay customer service

In most cases you do not have to contact ebay as problems with items are sorted out in the resolution centre. It is all automated

Thank you for your response, basically I bid on an item I wanted and was
pipped to the post by £2 in the last few seconds of the auction. Needless
to say I was gutted, I contacted the seller and said if for any reason the
sale didn’t complete then I would still be interested as there had only
been my bid and the one that won. I didn’t get a reply until 2 days ago
from the seller to say the buyer hadn’t paid and I could have it for my
highest bid. So no problem so far except that every single time I try to
send a message to the seller asking to send it through as a second chance
offer, I have received a message from eBay to say that I have exceeded my
message limit and that I have to wait for 24 hours before trying to send a
message again. I have duly waited and it still keeps sending the message to
say I have to wait! It is so frustrating as I would like to purchase the
item????

They should have sent through second chance straight away. There are problems with messaging and many are having problems. Ebay do know but nothing seems to be done about it. you could contact ebay but many already have. Sorry not much help.
