How can I talk to ebay about a problem I can't find online help for?

I bought an item.  Turns out the seller won't deliver to my address.  I can't cancel the order.  Seller says he can't either.  Need ebay to sort it out.  They are threatening a unpaid item.  Help please  Roy

The seller should be able to cancel but go to the very bottom of this for eBay live chat and phone options:
