How can I stop Ebay from charging £.035 for auto re-listing stating "Renewal is free"

I received this answer:

You may not recall it, but you can be absolutely certain eBay's legal department will have made sure it was announced as part of the changes last month. The charge would have been applied to listings that auto relisted after 15 July, and so were covered by the new rules. You won't get a refund.

That makes no sense because some of the fees are from before 15 July and it's still going on now. When I list an item it tells me "Renewal is free" In addition Ebay continue offering "Special offer free subtitles" then they auto renew it and charge £1 per month 

I pay a shop subscription. How many free listings does that buy per month?

How can I cancel for good all auto re listings for which Ebay charge me £0.35?
