It didn't and don't give a choice for you to swop debt cards..

For eBay  go to your Account tab >>  Personal Information >>  Financial Information.

Do the same with Paypal,  log into your PP account,  and click on Wallet top of Paypal page.  You will then see card details to amend and add new,  on the left.
