you can't cancel it,
as that is where you pay your fees for selling on ebay,
the only way to stop the payments is to stop listing things for sale!
You cannot!
eBay Europe sarl is the place where you send your eBay seller's fees to.
You are an active seller, the items you sold, plus any postage you charged will incur eBay's seller's fee of 10% and this is sent to eBay Europe sarl.
