You are too late for eBay or PayPal to support you.
eBay does not offer any warranty. For an item received faulty you have/had 30 days past the delivery date to open a case for, “I received an item that does not match the seller’s description”, in the Resolution Centre.

Your contract is with the seller directly.
If the seller is U.K. based and a business seller Trading Standards may help you.
If you paid by card your card issuer may also help you.
If the seller is a private individual, no warranty is implied.
