The problem is that it is not an eBay issue, it is a Managed Payments issue. The company system eBay used for it's managed payments card clearances does not permit the sale of certain items, these include coins, banknotes gold or silver (or other precious metals) The other items listed will be selling with members not currently signed up to Managed Payments. eBay are aware of this issue and business sellers have just been made able to list these items but as yet there is no firm date by which this change will happen for private sellers, so it's worth trying again every few weeks.
