HOW CAN I CONVINCE E-BAY OF WHO I AM (TO UNLOCK MY PAYMENTS) WITH OUT PHOTO ID?

Members have reported that a council tax bill will suffice.

I did not have to provide any photo ID ,  but to receive micro payments into my nominated bank account,  and confirm they were there,   perhaps you can ask Customer services for this form of verification?
