Has Ebay always used this policy? I dont remeber it from a year ago.

it's been at least 5 years, possibly more since ebay introduced 10% fees on the P&P as well as the item price

Can't believe I have missed this all this time, I will just need to make sure I add 10% on to all my P&P in the future to cover the cost, I just wasn't sure when it had come in.

Yes is 10%. Has been so for years now, can't remember exactly how many?
