I bought an expensive item off a seller, the item was faulty so returned it, but the seller didn't refund my money, I had to talk to an eBay consultant to get it sorted. But now because I've been refunded I cannot leave feedback to warn others about this seller.
There is normally no reason why you can't leave feedback after a dispute has been settled, as long as eBay found in your favour.
I don't understand what you mean by "you had to talk to an eBay consultant to get it sorted". You don't need to talk to eBay when you receive an item that is faulty, you simply open a case under eBay's money back guarantee. The whole process is automated.
I'm wondering whether you failed to follow this procedure and the eBay consultant took a shortcut and awarded you a "no fault by either party" refund, at eBay's own expense. I don't know why they would do this, but of they did they would probably have blocked both parties from leaving feedback.

use the Leave Feedback link on your feedback profile page
it is perfectly acceptable to leave negative after being refunded when you have to get ebay involved,
just don't mention ebay or opening a case in the feedback!
You have been Refunded though haven't you. We don't know the details here. But it is not acceptable to leave Negative Feedback when a Buyer has been fully Refunded.
